The Secretary of the Navy takes pleasure in presenting the
MERITORIOUS UNIT COMMENDATION to the
NAVAL INSHORE OPERATIONS TRAINING CENTER, MARE ISLAND

for service as set forth in the following citation:

For meritorious service from 22 August 1966 to 1 June 1968, in connection with river warfare training in support of river warfare units engaged in combat operations in Vietnam. During this period, Naval Inshore Operations Training Center, Mare Island was established as an Operating command and conducted vital training in the field of river warfare. In a period of only two and one-half months, the command was able to acquire and outfit temporary classrooms and administrative and maintenance spaces, while simultaneously preparing curricula to commence training. Although the training involved extensive operations of a nature to interfere with pleasure boating in the vicinity, favorable relationships have been developed and maintained with the local community, Naval Inshore Operations Training Center, Mare Island revived the U.S. Navy capability of conducting warfare in riverine environment. The scope of the standards of river warfare training established by the command has no precedence in tradition, but can be measured only by the tremendous success of river warfare units in Vietnam. By their professional competence, initiative, and hard work, coupled with effective teamwork in the face of discouraging obstacles, the officers and men of the Naval Inshore Operations Training Center, Mare Island provided invaluable training and material support to U. S. Navy units engaged in combat with insurgent forces in the rivers of Vietnam, and upheld the highest traditions of the United States Naval Service.

All personnel attached to and serving with Naval Inshore Operations Training Center, Mare Island (formerly known as Amphibious Training Detachment, Mare Island) during the period designated above, or any part thereof, are hereby authorized to wear the Meritorious Unit Commendation Ribbon.
